It would be nice if your test level was higher but I'm not sure testosterone replacement therapy (TRT) is the answer for you. There are other things to check too, like your thyroid and vitamin d levels. Vitamin d seems to help have more free test.
I just remembered that there is a weird home test for candida, search for it, something about spit in a glass of water when you first wake up and then look at that water/spit later.
I'd give it 8 weeks from the start of the bi-weekly pins.

No need to do labs on LH and FSH after one starts taking exogenous test because they will be knocked down to near zero and be meaningless.
4-6 weeks to get feeling the test....start taking Human Chorionic Gonadotropin (HCG) 250iu MWF for a better experience.
Have you checked your thyroid out good because it can cause low T symptoms too.
Or go to a doc that knows low T well, most don't...a good doc will treat you...maybe an anti-aging doc.
