What blood work have you had done prior to and since starting trt?
Did the endo check your thyroid levels? Hypothyroidism can cause hypogonadism.
If you have any blood work results, post them with the ranges and it may help identify something that the doctor doesn't see as a problem.

Your protocol is not a typical testosterone replacement therapy (TRT) dose, you are are estentially cycling. A normal dose is 100-200mg/ week test and ususally there is no Deca involved. It's no wonder all your levels are elevated.
