This may be a stupid question but I'll ask anyway. Can I get a Mexican veterinarian to write me a prescription for my dog for anavar and bring it back to the states legally?

Yes but you'll have to legally declare it at the border...if you do they will confiscate if you dont declare and are caught you may be arrested.

I hav'nt heard of an american declaring meds prescribed by a mexican physician and not have them confiscated.
