Glutes, delts, quads, lats.. Giving a muscle 10 days before injecting again is ideal. Also depends on the type of stack your running and how often you need to inject.
I'm needing to inject 8 times a week.. So rotation is a must. Running a basic test e cycle with only 1-2 injections per week,, you could get by with just delts and glutes
I'm pinning ED atm... my rotation is glutes, quads, delts, ventroglutes, pecs and traps for splitting up the odd pin that falls on my deca shot and is too large volume for the site
I rotate however for me I just use some common sense and know that I should not build up too much scare tissue. How my site feels. Roush has a good plan but I (me) haven't ever put my rotation to any schedule or science.
I tick to Glutes, quads and delts. The fact that I am only doing oil every twice a week It doesn't require any rocket science. As far as my water base or ED and EOD shots , using a 25 G 5/8" I just pick a site different then the time previous.
In all my years I never had a problem with or without my rotation and with no aspiration.
