Do cardio with resistance , like for example elliptical with a high level, or treadmill on steep incline, or go hiking up a mountain.
Any type of cardio can make you lose muscle if you dont keep working out alongside with it.
Cardio that doesn't lead to a caloric deficit wont cost you strength. You will get in better shape and have greater capacity for work. If you change the question to: "can I cut and gain strength?" I would say--Not effectively, or long term. That is my opinion and my experience.
