What is the best way to do cardio. 30 min normal pace or do 20 min at 2 min normal pace and 1 min balls out.

Please Help

The interval training you're speaking of is usually for speedwork. But for health benefits cardio is cardio in the long run.
 
I like to switch it up between long duration, lower pace and short duration, high pace cardio. Just do what you feel like or are comfortable with. Just make sure it's enough/not too much according to your goals.
