cutting bf keeping muscle

When ppl talk about your maintenance calories, im assuming that means how many calories your body needs to stay at equilibrium. Im 6'2" 201 13% bf. Wanting to cut to 10% without losing muscle.
Im not sure best approach.
Should I start out lowering my calories by a few hundred per day?
Or only up cardio?
Up protein and gradually lower carbs?
Or cycle carbs?

I know the question has too many factors to answer without more info, basically wondering what the safest action plan would be to gradually lower bf while keeping muscle.
