Is it possible for someone to be low in testosterone, cortisol, and thyroid but still have normal hgh levels? Or is it 99% certain if someone has those deficiencies they also have an hgh defienciey also?

I'm not an expert, but I can tell you that it's completely possible.

Example:

Testosterone - leydig cell damage
Cortisol - adrenal insufficiency/sleep apnea
Thyroid - hashimoto's/prolonged hypogonadism/other adrenal issue.

HGH is made by the pituitary, and as the pituitary is higher in the pecking order than those other glands, it's entirely feasible to have normal GH output while other systems fail.

Edit: I think it was Klinefelter's that could do all this too. In fact, most Klinefelter's folks are abnormally tall.
