if you have a good UGL a 10ml vial will have 10ml in it.

If you mean MG's then it would be the amount x concentration so if its 10ml @ 250mg per ml it would be 2500mg per vial. I don't know if this is what you meant.

LOL I don't know what I was putting that in for then, but I believe the extra space is there to let air in for drawing without creating bubbles. They do sell the short 10ml vials which makes it look completely full but then it would leave no gap.

That's the only reason I could see for having the extra space.

The only thing I can think of is the gap is there to let air in. And there is different 10ml vials the short type and long type and the others with different head shapes and bodies. But if he bought something the only true way to measure it would be to take it all out at once in a 10ml syringe and see if it fills it up, that way you are not dealing with any loss from injection not that it would account for 2ml's of product.
