Low Test levels and Endocrinolgist

I was experiencing the usual symptoms of low test, anxiety, libido, lack of concentration, concentration, general lethargy etc, i spoke to my Doctor who was willing to do bloodwork for everything bar test, eventually i convinced him to do those bloods as well. Everything came back fine according to the doc, i asked for my test results and he gave me a figure of 8.6 which he said was in range as the bottom of the scale was 8.0; i assume this is nmol/L. All the research iv done suggests that 8.6 is very low and the doc is using a very low base figure as well. I'm 40 yrs old and these figures would be more indicative of a ninety year old man IMO. I think my levels would equate to around 225ng/dl. I expressed my concern and he will refer me to an endo after another blood test on tue morn. I think it will be a stuggle to get any testosterone replacement therapy (TRT) as it is within what he considers normal range. As silly as it sounds would it drop my test levels if i don't sleep the night before the blood work? This may drop me below the very low benchmark my doc uses for his scale. I am in the UK and they seem to be slow in accepting low test levels for men as a real issue, they seem to put it all down to age and dismiss any concerns.
Thanks in advance for any help/advice.

Yes in theory, you can get Hormone Replacement Therapy (HRT) over here on the NHS(Natonal Health Service)free. The only problem is it's not as common as it is in the states; an old fashioned approach by some believe it's a symptom of getting older, and advise just to live with it. I'll need to convince the endo that i would benifit from Hormone Replacement Therapy (HRT) and as i've not been to one before, i'm unsure how to steer the conversation. I expect they'll try and talk me out of it.
