Short backstory: I had the"classic symptoms"of low testosterone and went to my primary care doc to get checked out. He did some lands and told me my total testosterone was around 220. He referred me to an endocrinologist, where they did some more labs. This time my total levels were at around 240 and they got a bunch of other measurements. My free testosterone was at 7.5, which the specialist told me was normal for 32. The mayo clinic website shows a 30 year old male with a range that goes down to 9 so i kind of feel a little put off by this specialist that I had to throw 2 copays at
 
With all the malpractice concerns & propaganda based rhetoric about anti-testosterone lawsuits, it's no surprise your Primary Care Physician is not jumping on board feet first. I'm sure you can find another opinion consistent with your interests if an educated discussion with your current doctors get you no where.
 
My own doc was pretty neutral about it, the specialist was the one that surprised me by saying I'm normal
 
Sounds like it's time to go doctor shopping. Be sure to find a doc that not only is willing to treat hypogonadism, but knows the appropriate tests to run as well. You should read Megatron's sticky for a good sample of what you need to look for.

Docs tend to get twitchy when it comes to topics they don't fully understand, so they might tell you that you're fine - to get you out the door.
