In my case, the assumption is a straight Test-E 500mg 14 week cycle.

So what det oak is saying is that instead of having two weeks of downtime between cycle and post cycle therapy (pct), to take 3 weeks off so the pit gland realizes something is going on (I assume sometime in week 3) and signals the body to come back on line, at which point you are now starting post cycle therapy (pct) to time and make sure the Pit gland and post cycle therapy (pct) come into sync at the same time? Did I read that right?

Along with that, he's saying running an HCG along with the cycle to keep the test levels high just incase the timing is a little off and there's no steep drop off?

The hpta won't kick in until test levels drop close to normal physiological levels....so if your test levels are above let's say 800 then your hpta won't try to turn on.

Ok, so the 3rd week is really just there so the chemicals can flush out and let your body sink below "normal" so that your body kicks in.

Starting your PCT before this is essentially just a waste of chems.

Well they probably won't be flushed out by the third week. I like to start my serms a little before i think I'm dropping to natty levels. Mathematically it works out but in real life it could be slower or faster. It's kind of a guessing game at when your body is actually ready. Starting serms to early is basically a waste so u are right there.
