Test is 150 and I'm only 27

Hi, I turn 27 next week and just got some blood work done.

Initial bloodwork (5/27 at 11am)
TT- 166

Follow up bloodwork (6/6 at 8am)
TT- 150 (How is this lower in the morning?)
FT- 10.7
LH- 4.1
FSH- 1.4
Prolactin- 11.0

I'm 5'9, 238lbs, former powerlifter but have never touched anabolic steroids, I eat 2100 calories a day and use an IIFYM diet calculated by Avatar Nutrition. My old doctor had my TT and FT checked back in 2011 when I was 22 but said it was "normal". Fast forward to a few weeks ago when I created a patient portal through labcorp and am now finding out that "normal" by her definition for a 22 year old was TT- 378 and FT- 12.0. Needless to say I am now seeking treatment from a new primary physician and have an appointment for later today. I used to be very overweight when I was 16 at 307lbs but at that same age I cleaned up my diet, started lifting weights, and got down to 200lbs. Starting 3 years ago when I was 24 I started to put on weight despite not changing my diet and still working out 5 days a week and have crept up to my current 238. I feel tired all the time, I haven't had problems with ED but my drive to have sex has definitely decreased, and I take almost 5 days to recover from leg workouts that I used to recover from in 2-3 days.

So my understanding is that my LH level is fine, but my FSH is 0.1 too low for the bottom of the normal range. This indicates secondary hypogonadism correct? If so should my plan of treatment be to try Nolvadex for 6 weeks and if that doesn't work switch to hcg? I know I should go see an endo, but my insurance is saying they won't cover visits, tests, or treatment from a specialist until I hit my 6k deductible, but they will cover it if through my primary, which makes zero sense to me. What should I make sure my doctor does or doesn't do as far as treatment? Thanks in advance everyone!
