is it possible to convert test suspension (not in powder form) into a transdermal?

It is, you can buy transdermal gel such as plogel online, and mix the test powder right in. I will admit, I have limited knowlege of the actual specific doses and amounts, but I know it can easily be done.

What if I only have the injectable solution. Can I add this to the plogel?

is it waterbased? if it is. use a coffee f ilter it f ilter it .. then let it dry out..
Now proceed with making the trandermal
