what%of calories should come from carbs when doing a pre-contest diet?

im at about 9%now and i wanna get down to 4-5%. How long do you think this will take and how low should my carbs go? And should i raise my protein to account for the calorie loss?? also do i need cardio? some of the guys are pretty shredded on here and they say its all diet and that they dont do any cardio. like GOT FINA hes ripped and on a LOW carb diet, i thought atkins was BAD. Please shed some light i want to get down to 5% for once in my life. Thanks.
