Is there a hair growth inhibitor that works better than others? Spray or lotion? Any problems that could result such as rash or acne?

do you mean to not make it grow? then i have no idea.. otherwise try waxing, hurts like hell but keep it away awhile. Personally I shave my chest now, got some small spots from waxing.
And then there is the spray ons that should work the same as shaving, havent tried them yet.

or buy nair on ebay....coat your body after pre-trim with shears...then get that stinky shit off...it will stay gone for quite a while
