Why can't I PM anyone?

lmao i was sitting here like wtf is with the post count going so high on this kind of question! and then i was stupid enough to peak behind door number 2 and BAM, this ridiculosity ensues.
on an actual note... is there a list somewhere of what privileges become available at what post counts? THAT would be something of use it seems.
so far the 2 i've noticed:
30 posts pm privilege unlocked
50 posts (i think!?) sig unlocked
