i am currently doing a nolvadex post cycle after a test cycle.
is it safe to start using 50mg winstrol while continuing my post cycle for a week or two?

No, that would should down the HPTA. The point of PCT is to try and restart the HPTA after being shut down (assuming your friend is male).
