    It sounds like your friend is doing one of two possible things wrong. Either his caloric surplus is too high during his bulking, or his caloric deficit is too small when he's cutting. There's no way you should spend twice as much time cutting as bulking. 6-8 weeks bulking and then 2-4 weeks...

    You should buy some skin fold calipers online. They're like $6. It won't give the most accurate %, but you can easily tell whether you've gone down or not.
