Advice needed for 21 year old

So I need a bunch of advice and I'm sort of at a loss. (also wasn't sure where to post this)

First off stats:
21 years old
208 lbs
6' 1"
14% BF (maybe lower not sure, barely visible six pack)
Been training since 16, seriously since 18

To begin: Always been skinny. Until about 4 months ago I decided to do a by any means necessary bulk. Got up to about 238lbs (while at gym, so full of water). Probably around 228 in the am. While at this weight I was about 17% BF. My lifts were squat 405 x 1, bench 325 x 1, dead 505 x 2. Felt extremely heavy and sluggish and was developing an under pec roll of fat, so I decided to tighten up my diet and add in some cardio. About a month ago is when I changed that. Now I'm at about 207-208. I dropped the weight very quickly, probably to fast due to dropping my calories from about 6-7000 a day to about 2-2500. I've lost a lot of my strength due to this and also I'm looking super flat.

So heres what I'm wondering.

Im thinking I will cut down to about 200 and get my BF down to about 9-10% then start a clean bulk. Maybe then I will be able to eat about 3500 cals to pack on weight.

Also, my workout is old. Ive been on a five day split for far too long, so Im wondering what you guys would recommend for a workout built for size as long as I have cardio involved. Previously Ive done WS4SB, 4 day splits, 5 day, 5x5, a workout by meadows and others but I'm looking for something y'all would recommend. Finally even while I was at 225 my chest measured 42" so its pretty small for my size. What advice do you guys have for someone who's chest is lagging.
