If it were me, I would do DL's first, because they kick the shit outta me... and I wouldn't be using the Smith for rows... just what I'd change for me.
I think they greatly contribute to full back development but I would not pin them as a back exercise because they basically utilize every muscle in the body, especially the posterior chain. When I did a bodypart split I did to them at the end of my back workout but since switching to upper/lower type splits I do them with legs as my hip dominant movement (of course never the same day as squats).
