Is it normal for clen to come in 40mcg powder capsules, not tabs??

It is NOT the same thing. If he is buying homebrew or UGL caps it can be very dangerous.
40 mcg dose can only properly done with professional pharma machines. I mean pro mixer , pro capsule filler
If it will done by hand , a slight mistake can give a huge overdose to him and as soon as its clen it will end up serious side effects related to cardio vascular system
When it is steroids capsules are acceptable but with clen it is absolutely not.

I'm supposed to start Wednesday but am nervous about how Iwould measure the dosage. I need to start with 20.mcg. I know this doesn't make a difference, but I'm not a "him"

There is no way that you can split capsules properly and create a single nice 20 mcg dose ...
Since : 20 mcg is 1 gr divided to 50000 , i think you can understand it cannot done by human hand
It is a machine work, thats why Clen is only in tablet form. Pharma or UG grade , doesnt matter
