Of course it can. What determines whether you are "bulking" or "cutting" is your diet mainly and secondary your training regime. Creatine monohydrate will, however, bloat you somewhat from water retention. Kre-Alkalyn I've found (such as Purple K) carries less bloat.
 
I'm a fan of creatine year around, it just helps me get those few extra reps in during the workout. I've tried the creatine ester and monohydrate and for me the monohydrate works well. I dont think you would be able to get rock hard on monohydrate because of the water retention.
 
I use creatine nearly year round, of course not continually. I prefer to use Ancient Strength because it is in pill form and is most convenient for me. It is worth checking out, or you can just buy mono in bulk if that's what you prefer.
 
Yep, creatine is fine for year round use and all purposes. Creapure Creatine is a good choice to use year round. Its flavorless, mixes easy and absorbs very well.
