help, building muscle

Hi,
I have been lifting for about two years now, my goal is not to get big, i just want to cut. I have a broad chest, but not so big arms. I need help. What type of routine should I do? I want to reduce the size of my chest, and increase the size of my arms. Most important I want to loose the fat arond my waist i need help or advice, please help a man out!
 
To get rid of fat around your waist you'll need cardio and a good diet. To reduce your chest size will come with diet and arms will increase if you focus on building your triceps
 
thanks a bunch, I will try focusing on my triceps rather than my biceps. I always thought it was the other way around.
