Lower chest trouble

i was just wondering i have a terrible lower chest compared to the rest of my chest. I don't have a decline bench, and i have good form. Is there anything i can do to build my lower chest.
 
Dips and pulley crossovers down low..if equipment's limited as it seems, use the decline of an ab slant board or weigh down one end of your bench and prop up 15-30 degrees, and do decline flyes and dumbell presses.

I have an added question... I store fat it seems inbetween my pecs and my back, what will help decrease that? not bad, but under my pec u can see it needs work too.
 
Dumbell pullovers will bring out the serratus muscles and trim the area between chest and back. Also side to side twists with a straight bar behind the neck hit that area as well as the obliques. Diet's also important to lose the fat covering the area.

I just wanted to ask, how in the %$$# can you have a weak lower chest? I understand if you had a weak upper chest, or inner chest...

Does you lower chest have fat on it? Is that the problem? Please let me know.
