Making Test suspension

Alright, A buddy of mine from another board (www.Hardcorecanadians.com) who has done a bunch of conversions before, has been having problems with his Test suspension.

What would be the best way to brew this up? possibly without any super solvents if possible...oh 100mg/ml is the dose..
