Pinnacle HCG question about mixing

So I've read a few articles on mixing Human Chorionic Gonadotropin (HCG) now and I am completely lost, do I need a 3rd vial to put everything in? Can I just put the Human Chorionic Gonadotropin (HCG) powder into the bac water vial? The Human Chorionic Gonadotropin (HCG) vial seems a bit small to put the water into but I could be completely off. Thank you!
