what are the standard sets and reps for powerlifting ? Is the 5x5 method powerlifting? or is powerlifting just heavy core exercises ?
 
I rotate between 3x3, 5x5, 5/3/1, 10/8/6 every week. Works very well. I also use these rep schemes for every body part not just core lifts. For some reason I seem to gain a lot better that way than higher reps.

there are many different schools..westside, 5x5, etc..check dadawg's sticky for plenty of links..theres really no "set" rules, rather a powerlifter knows what his weaknesses are and seeks to work them and make them stronger!!
 
There are technique variations, cycled training routines, heavy training and generally short volume. You aren't maxing out weekly generally speaking though on any program.

westside training is a exception but they are constantly maxxing out on different excercises and variations not just on flat bench squats deadlifts etc.

Your main focus will be on your posterior chain, and bench assistance exercises. Most bodybuilders posterior chains are exceptionally weak, in comparison to the rest of their body. Also like dadawg said, on maximum effort bench and leg day, you will be maxing out or at least hitting a max set of 3 every workout. You alternate exercises every 1-3 weeks though so you are not doing the same thing every week.
