You NEED Nolvadex so if you have to choose between the two Nolvadex is the one, no doubt about it, you can take 50mg of Proviron on your cycle and use Nolvadex after cycle or with your cycle to keep estrogen levels down, Proviron will help in keeping estrogen levels down but it also frees up more testosterone and makes your muscles a little harder

Nolvadex will not reduce estrogen, but it will bind to estrogen receptors in male breast tissue to prevent gyno from happening or from getting worse. Nolvadex is the one to have and use for both gyno issues during a cycle if they occurr and after the cycle is over for post cycle therapy (pct). Clomid can be used for post cycle therapy (pct) as well (either alone or together with Nolvadex). Clomid does nothing for gyno though.
