Research chems legal in USA?

Are research chems (T3) legal in the USA? Been a very long time since I last purchased. Live in California if that matters. Part of the reason why I ask is no one is accepting credit/debit cards. Thank you very much all!

From what I understand of the "game", there is an exception to the regulations if the substance is intended for personal use....wink wink.
