I think it should- adding a fat (oil) or fiber slows the transit into the bloodstream so it makes sense that it would.

If you look at the fiber content of most low glycemic foods you will notice it is quite high. Fiber is an important element in low glycemic foods. Instead of adding fiber, simply choose foods tha already contain higher levels of fiber. The naturel fiber found in grains, fruits and veggies is much better for you than powdered fiber supplements.
 
Yes it will lower the GI. I think it is ok to do it once in a while but I agree with Pipes that you should try to choose foods that already contain higher levels of fiber.
