Why does age matter while on gear beside the obvious reasons

Just wondering why if you are 19 20 21 22 23 years old people say not to go on gear? What's the cons of doing it to young?? I know when your young ur test levels are already high and when ur older they die down a bit, but why can u not have lots of natural test and bump it up by doing steroids ? Just want to know why is not approved of? And everything like that
 
how about this:
would not HPTA and other hormone/lipid levels and such actually rebound more quickly at a younger age?

overall you should wait because you haven't reached your prime before age 25, and even if you are in "good" shape, people generally don't peak athletically until their mid 20's, and the philosophy here is that gear should only be used once you have reached all your natural limits through dieting and proper training.
