Not necessarily. The transdermals have been marketed to the max (convenience, no shots, consistent levels, etc.) We've had compounded test gels around for years, but you wouldn't find a urologist who would use anything but a shot, until the pharmaceutical company PR and marketing machine got moving on the "new" testosterone gels/patches.
Some men, however, just don't absorb well, and require injections.
