advice needed

just a quick one guys...
im on on a lean bulk and wondering the best way to lose what people call the rubber ring or the tyre lol,
the fat on your hips and lower belly basically as i dont seem to carry fat or water anywhere else :/

my diet consist of oats, chicken steak fish veg rice fruit and protien shakes, i do 15mins interval cardio after every session in the week, i go 5 times a week,
i mean i am takin test and tren? that shouldnt cause water retention though, but also takin clen and t3 to cut
