Are they the same?

So I was doing a little research and was wondering if these two are the same?

Halo V : 4-chloro-17a-methyl-androst-1,4 diene-3b, 17b-diol

AND

4-chloro-17b-hydroxy-17a-methylandrost-1,4 dien-3-one a.k.a dehydrochloromethyltesterone

I know there's no hydroxy listed in Halo V as well as 3-one; also I think the diene and dien is the same - I found nothing on dien being different from diene.

If they are the same that means Halo V is illegal doesn't it, because dehydrochloromethyltesterone is?

No its just Halovar. Still legal if im reading it right.
