After been reading some forums, I understand that if the balls are "hanging" they are working? One of my balls are in the condition like when its cold outside. Cant remember how long I have had this. Does this mean one of my balls are not working?

No, your testicles will vary throughout the day, they are constantly moving around. Remember your testicles want to stay at ~91 degrees Fahrenheit so they may need to hang lower or up tighter to get to that ideal temperature.

Also just because they "are hanging" does not mean they are functioning properly. I could put you in a suana for 10 minutes and they would be hanging down (but that will not make them function properly if there is a problem...)
