I'm sorry to disappoint you dog lovers but the answer hell the fuck no they cant. if you are worried about it, take extra precautions such as keeping them in a vacuum sealed bag (although vials are already vac sealed and supposedly sterile, so they won't be giving off any scent already) keep that in a box with coffee grids, turn your ac off roll the windows up and sweat while eating a burger in your car AND YOU WILL BE FINE.
I have had drug dogs pass over my car numerous times around the country while holding smellier stuff than steroids. I'm still careful but I have come to think they use the dogs for probable cause on people they already suspect more than actually sniffing anything out
