bro, cutting and bulking doesn't really have much to do with the exercises you do as much as it does your diet. most guys continue the same workout while they are cutting, and the others may bump up the reps (to use more nrg and cals)
its mostly caloric intake/rest that determines your growth, not o much your specific exercises (routine is very important, but not so much in the diff. b.w cutting and bulking)
Reps mean nothing really for cutting. Most the semi pro's I know do not train any differently when they are contest dieting. They just up their treadmill work and change their diet.
Guys will train higher reps cause it gets their heart rate up, which is like cardio.
