Deca Cycle Tips needed

Can Deca be used on a regular continuous basis in a small dose of 25ml every 10 days?

No way... start reading the stickies here. What you posted is not even close to a rational question amongst people who are educated in AAS. I DO NOT MEAN THIS IN A MEAN WAY. What I am saying is its obvious you are very new to this world and you do not have the background knowledge to have an intelligent conversation about this yet. Pretty useless bobby at that dosage. Even Hormone Replacement Therapy (HRT) patients are shooting 250mg bi-wkly. And they are more likely shooting Test, and test is generally recommended if you are a first timer @500mg wkly.
