Cardio, diet. I would recommend trying to build muscle in that area for a chance to improve fat burning that area. The exercise I suggest is those one arm side bends with the dumbbells and switch off with the next arm. Bend down your side as low as possible then raise back up to the starting position.
It's all genetics. There is some guys that can to be prone to having fat deposit viscerally so to speak without having no love handles whatsoever. If you fat stores in that area, there is a good chance it also stores in the lower back area and round to the lower stomach with will form a nice tire. I hate love handles cause they can throw you shape off big time.
Get a 12 ga syrenge and pull some battery acid from ur cars battery and inject that in the stubborn areas...JK Just keep at it keep ur diet in check and ur cardio and the demons will soon vacate your body.
Training the shit oughtta your obligues will only result in a higher calorie burn over all ( a good thing) but perhaps BIGGER obliques =bigger waiste line.

Eat less do more...your body will hang onto that as it s last reserve as it senses a starvation mode...
