getting bf down staying strong

bf: 16.5 %
weight: 175

I got my Bf tested today and it was a whopping 16.5 % !!! I would really like to work at getting this down. I would like to build lean muscle and get this bf down. Is it possible to do this at the same time ? I have always understood it to be with muscle comes fat and you should bulk then cut. With my bf I cant affford to "bulk" however I want to be stronger. How should I tune my diet inorder to do this.
 
damn, you want your cake and to eat it too.

generally with weight loss comes strength loss, especially the closer you get to single digit bodyfat levels.

it seems 99% of the people out there are unhappy with their bodyfat, and want to get it down, but, as an added bonus, also want to build muscle and strength at the same time. Its like looking for a car with 600hp that also gets 45miles to the gallon. Everyone wants the best of both worlds...power and fuel economy...less bodyfat and more muscle/strength, and I guess its possible if you have great genetics, or have a great understanding of how the body works, and more specifically, how your own body works and responds to certain foods and training methods. But for the average person, its easier to take things one thing at a time and get your bodyfat under control (10-12%, from what i have read, seems to be the sweet spot for bulking and keeping bodyfat at a reasonable level), and then work on eating slightly above maintenence calories to gain some weight.
