High FSH, normal LH, low testosterone?

Hello everyone,
Im a 24 year old who is testosterone deficient, however my LH levels do not reflect that. The following was from my latest blood work (units of measurement are different since I live in Canada):

-Testosterone: 7.5 nmol/L (should be between 8.4- 28.7 nmol/L)
-Free Testosterone: 28.5 pmol/L (should be between 31-94 pmol/L)
-FSH: 17 IU/L (should be between 2-8 IU/L)
-LH: 5 IU/L (should be between 2-6 IU/L)
-25 Hydroxy Vitamin D: 28 nmol/L (insufficient)
-Estradiol: <70 pmol/L (should be < 150 pmol/L)

In addition to that, a seminal fluids analysis test confirmed a very low sperm count, which indicates testicular failure. My endocrinologist is stumped by the normal LH levels considering my low T so he is in the process of referring me to another specialist at a University hospital. Could anyone offer an explanation?

One more thing: I've been prescribed 200mg of testosterone cypionate biweekly to see if I respond. My first injection was 7 days ago and I've become incredibly fatigued and weak (approx 24-48 hours after injection). But on the flip side, my libido has increased, orgasms are more intense and erection quality is better. Is the fatigue a common side effect? And will it eventually go away?

Because of my asthmatic condition, I've been on anti-inflammatory steroids for most of my life. I dont think there is a link between that and my current hormonal levels....or maybe Im wrong?
 
From your numbers it looks like the problem is primary hypogonadism (testicles not producing enough testosterone). I think you should go see a urologist to further investigate. I have heard of varicoceles causing the testes not to function properly. testosterone replacement therapy (TRT) is usually for life. That is the last option to take.
