How to know if a product is legal?

Hello everybody,
i see many website that sell sarms or PDE5 as "for experiment purposes not for human consumption"
This phrase make them legal? Just in USA or also Europe? How do i know if a substance is legal or illegal to sell or to buy in europe country? Is there any list somewhere? As for SARMS pde5 etc
