Is my hpta shut down for good? is HCG the answer.

I need all the advise I can get guys. I'm 28, and have been cycling on and off for the last 5 years or so and now I want to go clean for a while. Typically I would only use nolva as post cycle therapy (pct) so it's possible I never truly recovered during those cycles although I did always take a good amount of time off between cycles. (Longest was 14 weeks)

Long story short my last cycle ended 8 months, and I did blood work for the first time after that cycle. Since then I have had numerous blood tests done with test levels coming back as low as 190 and the highest was 260 (350=1,100 scale).
Also LH has been averaging between 1-2.

I did a 3 week run with clomid a few months ago and that brought me up to 460 which was great, but I went right back down a month after that when I was tested.

Seems my options are:
1. Allow time for hpta to recover on it's own since LH is low which makes me thinkn thats the problem?
2. Run Human Chorionic Gonadotropin (HCG) but this will shut me down, and since LH is low that would possibly set me back right?
3. Go on testosterone replacement therapy (TRT) but I'm really trying to avoid that if I can.

Any input would be appreciated..
