No, fat itself doesn't make you stronger, unless you've developed some strange genetic mutation where your adipose tissue has developed contractile properties.
HOWEVER, it does give more stability in the mid section, which can really aid in the squat, deadlift, and even olympic lifts (Shane Hammon is no lean guy, and many past champions had a gut). It is the same reason why breathing in and sticking your gut out when squatting helps you out in the bottom position.
It also gives you more leverage, which can be beneficial in the deadlift and olympic lifts (much more momentum your body has for the jerk).
One thing it can also do, but it doesn't really count, is give you a shorter ROM on the benchpress lol. It can make the numbers go up, but really only cause of a shorter ROM.
That and being fat generally allows you to carry more muscle than you would otherwise. It simply isn't a natural or healthy state to be really muscular AND really lean. That's why it's so difficult for so many people to realize goals of a "lean bulker" and other such things, and why drugs are very often used to force the body do something so unatural.
So if you allow yourself to accumulate more fat, you can carry more muscle, which will allow you to be stronger, and gain or maintain more muscle when you drop the fat.
