or can she just cut and workout her bum

Tell her to do some squats and go ass to grass. Also if she want to gain the most amount of muscle but dont mind getting a bit of fat, go calorie surplus. If she wants to just tone with the amount that she has go on a calorie deficit. However there is more to it than that based on what foods you eat but thats the basics. If she wants a bigger ass, calorie surplus....an ass with some fat looks good anyways.

SadPanda, there's not much she can do to alter her genetics but squats, deadlifts (any pull from the floor really), hyper extensions, good mornings, etc will make what she does have better. If she wants to get it more muscular, obviously a slight surplus of calories will help and she can cut afterwards.

Yep, 5% calorie surplus and she'll see results in a year. 20% and she'll see them in 6 months... everywhere

Man just some girls have serious flat asses, no curves or nothing, it's just genetics. You can't just "grow a booty"!
My favorite is flat ass, with huge love handles, big ass belly and with some fat titties, just hanging out and not giving a fuck!
