It is a partial dead for sure, but you can vary the height in order to better target a particular part of the body or segment of the lift. I typically use the bottom of the knee joint (because our rack is not adjustable and I have run out of mats to throw down in the rack to get the bar lower on my legs. I do this because I work rack deads 100% for my back and not at all for legs. I still get a bit of glute work because I still use hip drive.
Others will go so low with this that it only picks the plates a few inches up from the floor. They are still working legs.
It all depends on what you are wanting to do and what is comfortable for you.....oh yeah...and available equipment.
