"Testosterone 400 is the perfect blend of 3 testosterone compounds.

So, yes it has 3 different testosterone esters in it. I would say most of the time test 250 refers to one type of ester at a concentration of 250mg/ml. 400mg/ml is pretty potent for one ester which is probably why there are 3 in there. Hope this helps.
