Testosterone levels 39 pg/ml at age 22

My test level results confirmed my suspicion, but just how low is this for a 22 year old male? Its confusing me because most measurements I've seen online are in ng/dl. What is 39 pg/m in ng/dl?

I will be seeing my doctor next week to discuss this.

This was done via a saliva test.
 
well I tried googling it before I asked but I make 39 pg/ml to be 3.9 ng/dl which is either wrong or I have virtually no testosterone.

All I know is my test results came back saying my testosterone level was 39 pg/ml and that it was below the lower limit for someone my age. This was via a saliva test.

So I am asking how low is this level for a 22 year old man? Is it so abnormally low that I should discuss testosterone replacement therapy (TRT) treatment with my doctor?
 
Saliva can only test "free", not "total" test, so that makes a little more sense. If you can, get a blood test to confirm both.
 
correct the saliva test for "free testosterone" -which is good (the rest is bound).

Adult Male (20-60+ years): 1.0-2.7% 50-210 pg/mL
Optimal Range: 150-210 pg/mL for aging men without prostate cancer
