What am I doing wrong? (CUTTING DIET)

I have been cutting for 2 months now and have lost 20 lbs (was 218 now 198), but I seriously cut carbs and I think a great deal of that weight was water. I am now stuck and even though I am at a caloric deficit, my weight isn't changing. I have now tried to cut out my mid morning meal (the trukey) as to increase the deficit of calories but I almost feel too hungry to lift. Any advice?

In case anyone is wondering, 200mg/wk Test... Thats my HRT dose.
 
Cardio .. every morning for 45 min and after afternoon/evening workouts for 45 min

Carbs .. only after your morning cardio and after late workouts. All other 4-5 daily meals low to no carbs.

Fat burners as needed to keep the metabolism up.

Don't get your caloric deficit to large or you'll lose muscle. Try and keep within 20% of daily needs.

1.5-2 gallons water a day.

Diet looks good to me. Try spiking your calorie intake every 3rd day. This will help keep your metabolism up along with thermogenics. Maybe look at your training methods. Are you doing enough cardio? Are you lifting enough?

I sturggled with the same thing when I first read it. I came to the conslusion that it was correct.

One thing to keep in mind though, the article is speaking from a general health perspective, not from a contest prep perspective.
